The Monroe Doctrine was an expression of nationalism as it declared the United States’s intention to stay out of European affairs and it forced Europe to not interfere in the Americas. Firstly, the United States declared it would stay out of European affairs, wars, and conflicts, signaling an inward focus. However, the United States also threatened Europe when it declared it would go to war in case any European nation attempted further colonization or interference in the Western hemisphere. The doctrine was the result of a few diplomatic problems. “The first was the minor clash with Russia concerning the northwest coast of North America. In this quarrel, Secretary of State John Quincy Adams expressed the principle that the American continents were no longer to be considered as a field for colonization by European powers“("Monroe Doctrine.") The Monroe Doctrine initially called for an end to any intervention in the Americas by European countries, but the doctrine was later expanded to include all of the Western Hemisphere.
The doctrine came to being when there was concern that the French army, which had occupied Spain to reinstate the Spanish monarch, would try to reestablish the Spanish Empire in America. Russia had previously tried to annex territory below the fifty-first parallel as a portion of Alaska. John Quincy Adams at that point had declared that America was not open to further imperialism. At first, Monroe considered a coalition with Great Britain to counter any Spanish occupation of America, but then heeded Adams’ counsel and remained nonaligned. The Doctrine led the United States to preclude devoting itself to a coalition with England when Monroe knew that it was in the interest of Britain to forestall the Spanish Empire’s reestablishment.

The Monroe Doctrine Continuation and Change on the U.S. Foreign Policy After decades of expansion, John Quincy Adams thought the United States should have dominance over the whole western hemisphere. Spain, though, had quite different ideas. They wanted to reestablish control over all their colonies in South America, Mexico, and Texas. Through fear of their colonies revolutionizing, Spain and other European countries created the "Holy Alliance", aimed at preventing revolutions in the name of Christian and monarchist principles. Because Britain's trade with these colonies would greatly suffer due to Spanish restrictions, they refused to join the Holy Alliance.
It was their claim that the expansionists were destroying the “America institutions”, the constitution. On these grounds they tried to prevent the further war and bloodshed in the Philippines and other countries that might bear the same fate in the future if America continued to expand.
