Ronald Watts, 48 years old, a District tactical sergeant, and a patrol officer named Kallatt Mohammed, 47 years old, were both parts of the 2nd District tactical team in the Chicago Police Department. On the eve of February 13, 2012, both officers were formally charged in the U.S. District Court of Chicago by the Northern District of Illinois United State Attorney, Patrick J. Fitzgerald, with government funds theft. Mr. Watts was an 18-year police veteran and Mr. Mohammed was with the Chicago PD for 14 years. Their arrest was due to unseal complaints of police criminal misconduct by two whistleblower officers, Shannon Spalding and Daniel Echeverria , followed by a thorough investigation of, special of the Chicago Office of the Federal Bureau of Investigation, Robert D. Grant and the police department’s Internal Affairs Division.

On November 6th, 2015 at approximately 1830 hours I, Investigator James Poffel was the on-call investigator and contacted by Officer Garrett Dunlap, regarding him being dispatched to 1517 Baltimore St in reference to a sexual assault report. The sexual assault was said to have occurred approximately two weeks prior. Officer Dunlap informed me he arrived on scene and spoke with the victim, Elia Ramirez and her mother, Marcela Ramirez. Elia informed Officer Dunlap that she works at the Sonic, located at York and Chandler. She informed him approximately two weeks ago, while she was at work, she took her lunch break.

On the above date and time I was conducting a business check of Spice Asian Fusion. While conducting the business check, I observed a White male laying next to the front door of the property. The subject appeared to be sleeping on a cardboard box. I macde contact with the subject, later identified as Newton Clark Kline III. Clark advisedd me that he was just sleeping and not in need of medical attention.
On 10-03-2016 at approximately 0950 hours, I Security Officer James Argyro made contact with a male now know to me as Anderson Oberman DOB 03-02-77, who was walking around the gaming floor not actively playing any machines for no less then 20 minutes. I made contact with Oberman and informed him that he was being asked to leave for loitering and who need to leave all Tulalip gaming properties for no less then 24 hours. Oberman left out the south east doors. On the above date and time I was conducting an area check of Spice Asian Fusion. While conducting the business check, I observed a White male and female subject sitting by the front door. Asia had to get the investigator to stop bothering her and her husband, so she said that she was told to write the affidavit from Adnan’s mother to get him out, but then later when Asia spoke to Rhabia, Rhabia said Asia told her she wasn’t pressured into writing the affidavit.
