Palmer Community Center was once and still is a beacon structure that encompasses the history of Rockbridge County, Virginia. Since opening its door as a school house, to its transformation to a community center, Palmer is a structure that is currently used by its alumni and community members. This iconic building set in the Buffalo Community should be protected for future generations to enjoy. Established in 1902 Palmer served as a school house, referred to as Palmer Academy until 1906, and then evolved into Palmer High School from 1906-1920. From 1920-1956 it had become known as Palmer Graded School, however, in 1956, Palmer School fell vacant and was no longer used for education.

Mergens, 1990, requires public secondary schools to allow access to religiously based student groups on the same basis as other student clubs. On May 15th the town of Humboldt and Hartford voted on an Opt-out that affects the budgeting of the school. That night it was announced that the Opt- out had passed. What this vote does is change the amount of money that the school can receive from taxes. In the state of South Dakota, the schools have a specific amount of money they can use for taxes. To receive more money the school would need to opt out of this amount for a new amount that the school board decides.
I hope that the assumption that the middle schools of Blount County are under-performing is not being made based solely on a comparison with the high schools ' performance and the elementary school 's performance. That would be an unfair and inaccurate assumption if that were the case. The loss of achievement associated with school-to-school transitions from elementary school to middle school and middle school to high school is a well documented occurrence. Studies (Alspaugh,1998 & Rosenblatt, 2008) have found a statistically significant achievement loss associated with the transition from elementary school to middle school at the 6th grade as compared with K-8 schools that did not have a school-to-school transition at 6th grade.
