An Army White Paper, The Profession of Arms, dated 8 December 2010, defines the Professional Soldier as, “an expert, a volunteer certified in the Profession of Arms, bonded with comrades in a shared identity and culture of sacrifice and service to the nation and the Constitution, who adheres to the highest ethical standards and is a steward of the future of the Army profession”. The Army requires Professionals at all levels to operate successfully. One type of Professional within the Army is the Human Resources Sergeant. These Non-Commissioned Officers (NCO) have many roles, and provide many services within the Army. Human Resources NCOs need to have the Military Technical Expertise to be able to reference multiple forms, regulations, and policies of the Army. Other Professionals within the Army rely on Human Resources NCOs to be their subject matter experts when they need guidance in administrative and personnel matters. Human Development Expertise is critical because it encompasses training and education. Human Resources NCOs need to continually develop their skills to keep up with changes on forms or in policies and regulations. They must also be able to train and educate Soldiers. Moral-Ethical Expertise is about doing what is right and following the laws, regulations and policies that are in place. Soldiers need to know that Human Resources NCOs have their best interest in mind. Finally, Political Cultural Expertise is important to maintain because Human Resources NCOs provide services inside and outside of the Army at all levels no matter rank or title.
