Learning Narrative for EDM-300: Concepts of Emergency Management Learning Outcome One: Explain the four phases of Emergency Management; mitigation, preparedness, response, and recovery applied across an All Hazards/Whole Community approach to Emergency Management. In the Air Force, and especially at the base I am stationed at, the mitigation, preparedness, response and recovery to All Hazards that may occur within the entire community of the installation and/or even outside of the installation (mutual support) is covered in the Comprehensive Preparedness Plan (CPP), and specifically the CPP Basic Plan and the Installation Emergency Management Plan (IEMP) portion of the CPP. The way it works in the USAF is that each organization on base sets up a Unit Control Center (UCC) that reports to the EOC and overall is part of the AFIMS that is equivalent to the ICS. When we (the Mission Support Group Planning Cell) authored the CPP for Ellsworth, we described the ICS as a model tool for command, control and coordination of a response and provides a means to coordinate the efforts of individual agencies as they work toward the common goal of stabilizing the incident and protecting life, property, and the environment. ICS uses principles that have been proven to improve efficiency and effectiveness in a business setting and applies the principles to emergency response. Although AFIMS being part of ICS seems to set up only when something occurs, in actuality all agencies that are part of the system (Emergency Management, Security Forces (Law Enforcement), the Fire Department and Medical), are always talking together hand have meetings on a quarterly bases concerning All- Hazards and to help ensure that all agencies are still on the same page and working towards mutual support before, during and after an event. All of this occurred after the horrible events on September eleventh ,two-thousand and one and when then President George Bush wanted a plan and system in place where all agencies were on the same page and had better planning, cooperation and communication between each other. On many bases, Law Enforcement, Fire and Medical combined into one control or dispatch center, while others that were unable to received better communication tools to help each other communicate better all to help better facilitate the response portion.
