According to the 10th amendment, education falls outside of federal authority but U.S. Department of Education and U.S. Secretary of Education, Arne Duncan, are working hard to promote education by fostering educational excellence and ensuring equal access. Once it is decided how much money each school district will spend, the next step is to calculate the amount each local district should pay for that level of funding. This can be generated from property taxes. Districts have the option to tax themselves at a higher rate for the purpose of raising additional funds.
The school funding system in the U.S. is not perfect and offers disproportionately lower funding for people of color and poor students. Under the current system, the wealthy districts tax at lower rates and still manage to generate more revenue for schools.
