Mr. Brown, a lifelong Democrat, is America’s oldest governor and has served in this position several times. During his first charge of California in 1975-1983 he was all about his own agenda along with his poor leadership skills, disregarded the legislators. In 2011, three years into his second governorship, Mr. Brown’s first budget faced a deficit of $25.4 billion. Thanks to the rich people in California, whose income gets a boost from the American bull market to pay a huge share of taxes, this year they are looking at a potential surplus of $4.2 billion.
