The federal government should be in the background of law compared to the state and local governments, specifically in education, according to Jeb Bush in “Let states take the lead in education.” Bush speaks about who should control education in public schools in this article but in a less specific sense, he speaks on the state and local government having control instead of the federal government. In 2015, the year the article was published, the Obama Administration was creating a new education reform in order to better run public schools in the United States. Jeb Bush is a Republican who served as the governor of Florida from 1999 to 2007. Through the explanation of what is currently happening around the country, what is being done and what should be done; Jeb Bush convinces parents and state and local authorities to urge reform from the state level, not the federal level.

The act that is so important to revise and reauthorize is the Elementary and Secondary Education Act (ESEA), a "critical piece of legislation that sets" the role of the federal government in "school funding and policy." Instead of revising and reauthorizing the administration gave out "waivers and side deals" leading to a questioning of "Washington's motives when it comes to our schools." Bush believes the government should be limited and should provide "transparency so that parents can see how their local schools measure up," make sure schools aren't ignoring "students who need extra help" and "support policies that have a proven record." Bush has gotten people into an argumentative mood now he must make sure that they know all of the information to better understand where he is coming
