The emerging themes that will impact our services are:
• Service users becoming more educated and know their rights and able to challenge service delivery
• Central government cutting the funding given to local governments to subsidise the health and social services. This will compel local governments to do more for less resources.
• In Birmingham, the council is intending to cut the number of home care delivery organisations from 168 to 98. The reason they give is that they do not have the resources anymore to manage and monitor all these organisations. This will have an impact on the management and leadership of our organisation as we have to be one of those who will survive from this cut.

This means we have to cut office staff and be a lean organisation. Also if the council reduces the number of providers then the other providers have to increase their capacity and that means to employ more staff to deliver more. Being a small organisation this means we have to review our structure, strategy and our systems in place.

Would you discipline a staff member using policies and procedures for instance, would you make an exception if they were a personal friend of the staff member? Do you apply professional boundaries? How would you apply system theory for instance when forming a new team?
