Probation services were first established in 1927. Since then, the system has changed tremendously with developing both centralized and decentralized models. Centralized probation is designed to give authority to the state for probation activities using a state wide administrative body whereas the decentralized model uses agencies administrated by a city or county thereby making it more flexible and better able to respond to incidents. In my opinion, I believe that the decentralized model would work best due to the fact that it would be a lot easier with probation being run by local officials who have a better understanding of the needs of the community and who may be better at assisting people on probation with turning their lives around. Centralized probation from my understanding has too many people involved in the court system to adequately monitor them therefore making it easier for the person on probation to repeat criminal behavior.
Administration of parole is divided into two divisions: the independent model and consolidated model. Although each model is fairly different from one another, in both models probation services are sometimes combined with parole services in a single statewide agency. Under the independent model the parole board is responsible for making release and revocation decisions, as well as supervising the parolee. Consolidated model is similar but in this type of administration the board makes release and revocation decisions and the supervision of the parolee is under the direction of different agencies. The parole board has a tremendous amount of responsibility when dealing with parolee because they have to generate public support acceptance.
Since police police officers are the first point of contact with youth, Officer Rachel Guzman takes a different look on how to handle youth by using the context of her community to assess the norm (Professor J. Peck, The Police, February 4, 2016) Instead of writing citations against youth, Officer Guzman responds to the kids at school by talking to them and building a friendship, which is the preferred method and essentially comparable to a successful day (Professor J. Peck, The Police, February 4, 2016). Probation officers are at times known to spend more time preparing for a case than interacting with youth, but on the contrary, the probation officers in this film have taken a hands-on approach to build a future for the kids they’re responsible for. Rashaad Horton, a deputy probation officer of the Los Angeles County Probation Department provides intensive supervision to 17-year-old Bernie by using interpersonal skills to assess his day and prevent Bernie from recidivating (Professor J. Decreasing youth delinquency will enable a turnaround in economic development in the community as youth in the city thrive. The juvenile justice system has made numerous of ethical issues when managing juvenile offenders. The issue with the juvenile justice system is the laws and rules that govern it. It has led to years of controversial debate over the ethical dilemmas of the juvenile corrections system, and how they work with youth offenders. The number of minors entering the juvenile justice system is increasing every month. The reasons why the juvenile justice system faces ethical dilemmas is important and needs to be addressed: (1) a vast proportion of juveniles are being tried and prosecuted as adults; (2) the psychological maturation of the juvenile to fully comprehend the justice system; and (3) the factors that contribute to minorities being adjudicated in the juvenile justice system are more likely than White offenders.

Through training and educational resources, we aim to promote creativity, foster educational excellence and support women in becoming all that they aspire to be. Primary funding for the Education and Training Department and all programming is provided through generous grants from the Kappa Kappa Gamma Foundation. The educational topics supported by the Education and Training Department are general in nature to comply with the rules and regulations required to utilize grant funding.
Furthermore, the parole system is known to have a multitude of problems laced within it, these problems can be solved by focusing on parolee and parole officer relationships, and partaking in systems that improve the underlying issues. Following through to fix these affairs may seem unrealistic, but a solution could be in sight.
