The development of a sense of public service has been an integral factor in giving meaning to the systemic body of normative precepts that form the essence of democratic governance and guide administrative behavior in government settings. Subsequently, modern theories of motivation and organizational behavior place key interest in the conduct of people within the organization and the efficiency and effectiveness of government functions. Therefore, the notion of a public service embraced by governing officials and its administrators by assuming responsibility for the care of citizens is reflective in; an increased democratization of government stemming from the broader public participation in the policymaking process; a significant increase in the ethical/moral consciousness among the body politic and; a deeply felt sense of civic obligation to the common good. First, public service is addressed through representative government; the adoption of rules, laws, policies and the establishment of programs. The idea of service, made public, or in the public interest interests, in the governance of a community improves the practice of democracy. Therefore, public administrative values should begin with a deep commitment to these concepts. Ethical values are reflective in conduct that considers the greatest good for all people; right, fair, just, good behavior in human affairs; moral character.
