It was just after 3am a red Fiat rolled slowly through the darkness into a parking space adjacent to the Long Island Rail Road station in Kew Gardens. A young woman emerged from the car and locked it. She began her walk to her apartment: 82-70 Austin St. She spotted a man standing along her route. In fear she changed direction and headed towards a police call box. The man grabbed her. She screamed. People turned their lights on and opened their windows; she screamed out saying “He stabbed me! Please help me.” This man stabbed her two more time before she died. The police were called at 3:50 and the police arrived two minutes later. This murder is known as the killing of Kitty Genovese it is famous by the 38 people watched Kitty Genovese be murdered and no one called until her body was cold. Bystander apathy. Today people are trying to pass a law that invokes people to be concerned with the crimes in this state. The Good Samaritan law. It states “Whoever is witness to someone whose life or well-being appears in imminent danger shall, to the extent that said person can do so without danger or peril to himself or others, aid and/or report to an appropriate law enforcement official without delay” (Good Samaritan Law Proposal 40350-B) This states that the least you can do is just call the police: there are crimes that are not being reported by people everyday. This law will enforce people to call and/or aid. If you do not call in the case of someone being harmed you are fined $5,000, imprisoned for up to three months, or both. If said person is murdered or killed and you do not aid and/or call you are fined $10,000, imprisoned for up to one year, or
