The external environment around Obamacare consisted of the citizens of America as well as the politicians who represented them. Americans up to 2010 were not receiving the health care they so direly needed. A population recovering from recession in 2008 coupled with high medical costs, led to a concerning amount of Americans not getting the medical care they need. In 1999, 9% of the American population did not get the health care they needed because of cost; this number jumped to 15% in 2009. This problem was even more evident for the numerous Americans who were uninsured. As of 2008, according to Barack Obamas presidential campaign, 46 million Americans lacked health care insurance. 37% of these uninsured adults reported delay or did not receive …show more content…

Nearly 20% of 6-11 year olds and nearly 20% of 12-19 year olds were diagnosed with obesity in 2007-2008. The concerning health care statistics, coupled with millions of Americans being without healthcare most likely encouraged the Obama administration to bring Obamacare to law in 2010. However, moving this monumental bill through congress earned lots of direct positive and negative response. Fortunately for the Obama administration, the majority of both the House of Representatives and the Senate was Democratic who unanimously supported the bill. Senate speaker Robert Byrd and house speaker Nancy Pelosi were instrumental in moving the bill through their selective branches of congress. Charles Rangel, a democratic representative from New York actually introduced the major bill in September of 2009. Obama, being the first mover in moving America from a point of uninsured to a point towards universal healthcare; Charles Rangel was his first follower. Opposition to the bill has arisen as legal challenges, state opposition, and new administration. Opposition to the bill has often come to the courts of the United States of America. As people and entities have challenged specific provisions of Obamacare. States have the right to not cooperate with legislation passed in congress and because of this right, several states did not cooperate with some elements of Obamacare. States such as Texas, Florida, Alabama, Missouri, and Arizona refused the elements of Obamacare they could refuse, demonstrating the states opinion on the legislation. Since the Obama administration has left the Whitehouse, Trump’s new administration has emerged as the main blockers. As the majority democratic congress has left, a republican majority has taken its place. Paul Ryan, speaker of the House of representatives has played a major role in repealing Obamacare. Ryan has introduced a new bill to reduce Obamacare spending. The mostly republican congress will likely see this bill passed sooner than later. A republican congress is not the only thing augmenting the blocking of Obamacare. President Trump has made his opinion clear that Obamacare needs to be dealt with, saying numerous times that he intends to repeal and reinstate a new healthcare bill.
