THESIS STATEMENT: Strategic emergency communication interoperability links compatible equipment, processes, systems, protocols, emerging technology, and proficiently trained and exercised personnel to work together collaboratively towards cohesion, coherence, clarity, and connectedness. More so, emerging technology is the backbone of emergency communication interoperability. Overarchingly, the ability of the Nation’s first-responders to interact and work well together (i.e., interoperability), therefore, is enhanced by emerging technology.

Four years later, it did not work in New Orleans. Fellows scholars, there seem to be no easy fixes in the emergency management and homeland security (EMHS) professional problems. No single entity can provide easy fixes to solve complex emergency communications interoperability problems.

The suggestions and solutions, however, can be attained through a close collaboration with the Whole Community stakeholders (customers). The customers come together, plan for, and shape the future of their emergency communications systems. They deploy current technologies that provide our first-responders the access to high-speed and cutting-edge capabilities while current telecom network systems offer our first-responders the security, reliability, and coverage they need to execute their critical missions in an all-hazards environment.

Objectively, paramount to the safety and security of all Americans, it is imperative to ensure the operable and interoperable communications and real-time information sharing among the first-responders during all threats and hazards.
