1. Describe the advantages of TMS’s new decentralized IS structure. What are its disadvantages?
Answer : TMS was using a centralized IS structure where IT staff was responsible for the IS spending and planning. As the business was growing it needed more Information technology infrastructure and services to support operation. The major disadvantage associated with this structure is business people were not aware of the expected outcome of the IT spending. Business side was not totally aligned with the IT department and in case of any delay in implementation they keep IT department responsible for the failure. They now need to pay close attention on what they are planning to achieve through IT spending. DIO's were working a connecting link between tier-one and tier -two executives. As mentioned in case new approval process requires to be supported by senior level business executive . So it has increased the responsibility of higher executive towards IT decision and its success. It also increased transparency among top management over the project progress, budgeting and implementation. Now business leaders are accountable for the success of the project. After the structural change, the IS personnel were working with the business units manager and supporting them to design system as per the business requirement. Business people, who initially not interested in IS budgeting and implementation are not responsible for IT initiatives at their respective unit. It has also sifted the accountability of IS project success towards business side. IS executive alone cannot be held responsible for the outcome of the project, both business and IS executive will have combined responsibility towards project
