Maintain an all-hazards approach to emergency management: Applying this approach takes advantage of the common capabilities necessary to treat any type of disaster or emergency but allows for incorporating the special needs of terrorism. To abandon the all-hazards approach would be repeating the mistake the emergency management community made in the 1980s. During the era of the cold war, FEMA concentrated more than 75 percent of its financial and human resources on preparing for the next nuclear war. It mandated that states and localities receiving FEMA funding follow suit. Federal, state, and local capacity to respond to natural disasters was severely diminished.
