It is important to create robust overarching policies and/or programmes and also monitor such policies and/or programmes to ensure that they meaningfully address the issues related to child abuse, they identify and rehabilitate those abused, and they prevent or reduce new cases of abuse. The causes of child abuse and the theories have identified fundamental issues that need to be resolved in order for child abuse policies to be successful. It has been stated that public participation is utmost, especially allowing active participation of community based organisations in achieving public goals. Community based organisations can improve and possibly reduce child abuse if individuals prioritise the goals of the group over their, possibly conflicting, self-interested goals. Group dynamics and the success of groups, however can be challenged by the notion of the rational man and what goals he will prioritise. This is known as the Rational Choice Theory which “poses challenges for the field of [p]ublic participation” (Renn, Webler and Wiedemann 1995:364). The Rational Choice theory is based on the notion that individuals have preferences and make choices accordingly. This can be harmful to child care and protection especially “if the members of a …group rationally seek to maximize their personal welfare, they will not act to advance their common or group objectives” (Olson 1965:2).
