The reporting party (RP) stated there were a list of issues and concerns regarding the level 4 home. A resident named Tammy Sanchez was observed by Regional Center counselor staff member Constance Sifton standing on a street corner on Mooney Blvd., in front of MOR Furniture store unsupervised. The counselor from the Regional Center pulled over and spoke with the resident. The resident disclosed that she had been on the street for an extended period which was indicated by the resident being drenched in sweat and appearing dehydrated and shaking. The first examiner did not review any of the health history of the child. The police department also did not interview the child’s mother. Many acquaintances of the mother were questioned about her mothering during the interview and they all had the same concerns. She had an alcohol problem during which she would often level the child unattended. A live in nanny stated that she left the newborn at home following return from the hospital after birth.

According to the RP foster mother Audra Etheridge would routinely bake brownie (Red Velvet) mixed with marijuana. Foster child Bryannah stated her foster mother Audra offered and provided her with a brownie mixed with marijuana. Bryannah described feeling funny after eating the brownie. Bryannah stated the foster mother's adult son Marcus Etheridge, who did not live in the home, grew the marijuana, bought it to the foster home and the foster mother baked it into the brownies.

Everyday children are being placed in foster homes facing abuse, unloving parents, and even death. The system has only progressively gotten worse leaving behind children traumatized to a point where no amount of love or therapy can fix them.
Karta’s daycare called DCPS on Karta’s mother Michelle. The daycare reported that Karta looks disheveled when she comes to school and her eating habits had increased as if she wasn’t eating enough at home. DCPS conducted an investigation and removed Karta her from the mother’s custody for neglect and parental substance abuse. Michelle substance of choice was alcohol. DCPS tried to find out if Karta had any relatives to stay with, but her mother was not cooperative with providing the information.

The first step in creating family reunification is forming case plan goals, objections, and court orders. Step 2, Progression of visits. As time passes and the child remain in foster care, visits between the child and birth parents will steadily increase in frequency and moderation. It's not uncommon for visits to move from supervised, weekly visits to monitored, weekly visits to unsupervised, weekly visits. Then they will progress from overnights and weekends to several days in a row.
Every child in the Foster Care System has their own reason and their own story for being there, but who will listen? Every child has a voice that matters, no matter how small. Children in the system are pulled, moved, rejected, adopted, and transferred throughout the FCS without being consulted about the who, what, wheres, and whys of the situation. Most of them just get in the car waiting to see where the system will put them next. Each year the amount of children in the system continues to grow every year; however, nothing that those working for the system do can put an end to its exponential growth.

Findlaw says that the foster care system has been around since “ Torah and Bible” Widows that lived in the Christian church took care of orphans and were paid by the Christian church to take care of them. Also, according to the “Quran” they had the same system of widows taking care of children under law.
Literature Review Throughout the years, research has been conducted on the effects that foster care can have on children. In the United States alone, there are roughly 670,000 children who have spent time in the foster care system each year (“Foster Care,” 2017). Of those children, approximately 33% of them age out of foster care system. Studies then show that the foster care system has had varying effects on the children who are/have been a part of it. In many cases, studies have noted the effects of attachment for children in foster care.
