In 2012, statistics show two races performing differently in third grade grade. Asian/Pacific Islander students were performing at the 93 percentile, meanwhile African-Amercan students were performing at the 77.1 percentile (Smith). These testing statistics took place under the reign of "No Child Left Behind), and education reform program born during the terror surrounding September 11, 2001. It was supposed to be the postive equalizer for public education, but it eventually failed. It was meant to provide equal education opportunities for the less fortunate students like highly-qualified teachers and separate student achievement data (Wood 8-9). Namely, only about 25% of the American population go to college. The majority of them may pursue a job not requiring any sort of degree, or they may go to a career techincal school. Society thinks everyone has to go to college and if one goes to a career technical school then he or she is not as smart as other students. In fact, Dr. Walter Davie emphasizes, "These kids go on to graduate [at their technical school] and become successful making $60,000 to $80,000 a year." Those students accept the same amount of work and rigor as the others. Nonetheless, Plan 2020 is supposed to prepare students for either college or the working life through a "good, solid high school education." Plan 2020's vision is to make "Every Child A Graduate- Every Graduate Prepapred For College/Work/Adulthood in the 21st century." Every student does not need to get pressured into being mainstreamed to go to college. They need to be allowed to flourish in their own way.Yet, the students are not the only ones getting worked on. Plan 2020 extends to not just the students, but it will also help the teachers, the administration, the school boards, and the school systems to further the vision (Personal interview). No Child Left Behind was an education reform program created during the aftermath of the terror-attack on September 11, 2001. It was supposed to be the ideal way to deal with the gap betweem the low and high-achieving students in the public schools.To add, it was meant to provide equal education opportunities for the less fortunate students like highly-qualified teachers and separate student achievement data. But, it eventually started to fail (Wood 8-9). No Child Left Behind relied on heavy, punitive testing and having the same benchmark for all students to reach for. Plan 2020 is to follow No Child Left Behind and is a "balanced assessment accountability system... meant to assess and see where kids are so that changes can be made to help them do better." It still has testing, but there is more assessment so that children can be helped where they can succeed. Plan 2020 consists of frequent testing, but that is also mixed in with assessment to help the students do better. It does not test and then move on and not help the students. Plus, Plan 2020 has different benchmarks for different subgroups to help the succeed in their own way. It wants all students to be prepared for their future whether they will be going to college, to a vocational school, or straight into a job. All students have their own
