Hiring outsiders can lead to dissatisfaction among employees where the employees could perceive it as way to weaken the corporate culture by incorporating people opposed to culture. Employees can see this as a practice that contradicts the culture of the company if they feel that the company is not validating their ability to work and grow in the company. Another possible un-ethical implication is that it can be interpreted as hiring people from outside by some manager's dubious motivations.
