Although the United States Army has exhibited many great examples of how professionals conduct themselves during the past 16 years of continuous conflict, strategic level Army leaders have determined that it is time to “refresh and renew our understanding of our profession” (Center for the Army Profession and Ethic, 2010). Professions focus on quality results that emphasize “effectiveness, rather than pure efficiency” (CAPE, 2010).
A broader framework used to support the Army’s identity as the profession of arms is to isolate the pre-requisite expertise needed into 4 domains: Military-Technical Expertise, Human Development Expertise, Moral-Ethical Expertise, and Political Cultural Expertise. Each volunteer Soldier must become both a certified expert and a steward entrusted to defend the rights of American citizens. As a profession, the Army is in a constant state of social contract with the citizens of the United States. U.S. citizens must trust their military forces. The Army gains this trust through their military ethic - “which is their means of motivation and self-control” (CAPE, 2010). The trust the American people have in the US Military, gives the Army the freedom to create, maintain, and continuously change our own application of expert military knowledge. How American citizens view the competency of the Army’s practice either reinforce or degrade trust between the two. Applying lethal force on behalf of U.S. Citizens is the sole purpose of the Army. One of the moral values that define the Army ethic is the “defense of the security and integrity of the United States as a political nation—America‘s right to political autonomy” (CAPE, 2010). This value is what gives the Army the ability to utilize lethal force. Title 10 authorities serve as the legal foundation and gives the US Army authority to utilize lethal
