A group of neighbors has become irritated with the three children of the Marvin and Ella Tagget. The neighbors suspect the children have ties to gangs and are frustrated by the vandalism the children have supposedly been committing within the neighborhood. The neighbors have asked the justice system to intervene and for a judge to deem it necessary to take the children away from their parents or force the family to move out of the neighborhood. Even though today you hear stories about abuse and neglect that takes place in nursing homes this type of treatment and this amount of widespread neglect would never happen today. Today there are strict protocols and guidelines in every facility that as a professional you are required to follow.

The American Association on Mental Deficiency also saw an importance of not just throwing anyone with a disability into a mental hospital, if a person had symptoms like Down Syndrome, which the name was not created yet, they had no need to go into an institution.
