One of the most common distractions of young drivers is cell-phone usage. Due to the increasing prevalence of texting while driving, states have taken it upon themselves to pass laws that make it illegal for drivers to use their phones, like the state of Texas. Laws regarding no cell phone use while driving in a school zone are very effective because they enforce rules in areas that are exceptionally dangerous due to the higher number of pedestrians and younger drivers, while also implementing a negative incentive towards people who use their cell-phones while operating a vehicle.
Although texting and driving can be dangerous in any situation, it is especially dire for drivers to be at full alert while in a school zone. Drivers could be faced with higher pedestrian traffic that is made up of not only adults but also younger children who are unaware of the rules of the road. By applying consequences to distracted drivers, they are given a negative incentive that discourages cell-phone use. These consequences include expensive fines implemented by the government but there are also consequences that are shown by examples, such as awareness of how many accidents are caused by distracted driving. By stating the negative aspects of texting while driving, such as fines that people are forced to pay because they broke the law. Observes of the effects of these laws noticed that “driver hand-held phone use was estimated to be 24–76% lower up to 7 years after the bans were implemented than would have been expected without the bans” (McCartt).
